Would Downtown Cincinnati or Over-The-Rhine be a good place to live for a senior?

I wouldn't recommend OTR because it has a high crime rate. Downtown depends on if the senior can walk or not. I personally recommend anderson township because it is a very nice area and has plenty of nice people. There is also a huge home diversity. Some homes are less than 1000 square feet and others are over 6,000.
