That depends on which part of town you're in. Centrally, there are several parks along the riverfront. There's Eden Park just below Mount Adams and Burnett Woods just north of U.C. All of these locations have great picnic areas and other activities. the new Washington Park has picnic areas and a neat new water feature that the kids love. And I love that they didn't tear down that old gazebo.

Cincinnati has a large number of lovely parks many with spectacular views of the Ohio River. Some of the nicer parks for a picnic are Mt. Echo Park to the west, centrally located Eden Park, and Ault Park to the east. Washington Park in Over-The-Rhine just reopened after major renovations, so it might be a good alternative for an urban picnic.
