Is Cincinnati a relatively clean city?

I suppose a city's cleanliness is a relative thing. I was talking to a woman who was visiting Cincinnati from South Africa during the World Choir Games. She commented on how really surprised she was at our city's cleanliness in comparison to New York and other American cities she'd visited.
Cincinnati gets an A+ for trying. They've had ongoing anti-liter campaigns for at least a decade. Who can ever forget "Don't Trash the Nati." about a decade ago. They've had other programs as well. You can learn all about their efforts at keepcincinnatibeautiful.org

It really depends on what you're talking about as far as clean. If you're talking about the air, then Cincinnati is a very dirty city. Cincinnati usually falls somewhere in the top range of polluted cities in the country. There has been some effort to improve the air quality, but some of the issues stem from the geography of the city lying in a river valley surrounded by hills. If you're talking about trash on the street, it depends on where you are. There are some areas that are cleaner than others, but you can find litter all over the place. I've driven behind people several times in both upscale and downscale areas of town where people have thrown trash out their car windows. Overall, I'd say that it is relatively clean, but not really clean.
