I like to grow plants, are there areas in Cincinnati that have better growing soil than others?

Cincinnati tends to have a very clay-based soil, so you many need to heavily supplement the soil wherever you choose to live. Also, if you live in more urban areas or near more industrial areas, you might want to be careful of any chemicals leaching into the soil making it harder to grown things.
