There are plenty of bars around the city that include billiards. The ones that I've been to or heard about include Las Vegas Lounge on 7th & Chestnut (their crab fries are awesome), Gallagher's on Pennsylvania Avenue, North Bowl in Northern Liberties, The El Bar on Front Street, Perch Pub on 13th & Locust and Dave & Busters on Delaware Avenue. The last one, if you never heard of it, includes several other gaming options.

A lot of bars in Philly have pool tables and other bar games. One of my favorite bars with games is Buffalo Billiards. They have a number of pool tables both upstairs and downstairs, in addition to darts and shuffleboard. This bar never really gets over crowded (which I don't really understand because it's so fun, but am thankful for!), so you can normally always get on a table somewhere without having to wait more than a few minutes. They also have a great beer selection.
