What's the most affordable neighborhood to live in in Philadelphia?

The most affordable neighborhood that are known to me are Grays Ferry, Wissinoming, Juniata Park, Hunting Park, Tacony, and Richmond. I heard that Oxford Circle is also an affordable neighborhood but I'm not 100% sure of that.

There are probably more being that Philadelphia is loaded with big and small neighborhoods scattered around the city.
