"Cozy residental neighborhood"

While visiting relatives here, I got the impression it’s a nice place to live but not for everyone. Kids on skateboards don’t seem to be mindful of traffic and neighbors don’t clean up after their pets. But it seems to be a cozy, fairly quite neighborhood... compared to the rest of the city.
