Is 5th ave and east 138th street in Harlem a safe area?

My college student son is looking at an apartment there. He has been living in Boerum Hill Brooklyn for about 6 months. Are these areas comparable?

It's a safe area (if you don't join a gang), but it is nowhere near comparable to Boerum Hill. Boerum Hill is a posh area, whereas that part of Harlem is a sea of housing projects. Harlem from about 130th street down is much nicer, especially from 5th ave west.
