Definitly Downtown and most of the hotels have fantastic packages. We did the Brown Palace one year and it was great.

In Denver, I would do downtown Denver. There are all kinds of festivities and fireworks shows at 9 PM and midnight. Consider staying in one of the many downtown Denver hotels. Many of the hotels have their own parties, but downtown Denver is definitely "alive" on New Year's Eve! You have to book early though and plan on a crowd! For a more family oriented "special" New Year's Eve, I would highly recommend the Evergreen "Skate the Lake Winter Festival". This event is hosted by Drive-Smart Evergreen/Conifer to promote non-drinking activities. It is a lot of fun. There are two fireworks shows and many other activities. It makes for a special evening.
