What areas are chicken friendly, family friendly, AND affordable?

Possibly moving from NKY for shorter commute soon and having trouble finding an areas that fits all criteria. We (well DH) like the yards and houses in older suburbs, but where I have been able to find laws they say no chickens. More urban feel areas may work if we could find houses that back to green spaces.
