Are Cincinnati City Council meetings open to anyone?

I have attended several and they have always been open in my experience. They may have some closed meetings, but most seem to be open to the public. My experience was that you can also request to speak at certain meetings (not sure if it is some or all) and you will get a two minute time slot to speak to council about your concern.
