It's not totally unheard of, but one-on-one arrangements are rare. A student in a general education class might have the support of his or own paraprofessional or aide, but it's not common. Ratios like 12:1:1 are the most common- a maximum of 12 students, one teacher and one paraprofessional. Some students will also remain in a general education classroom, but get extra support in the form of resource room services, where one teacher will work with a small group of students.
