san diego wiggle?

Is there an equivalent bike route through San Diego that's like the Wiggle in San Francisco?

There are bike routes in downtown and hill crest for commuters. They aren’t dedicated to bikes only but the lanes are stamped with bike signs. The San Diego bicycle coalition will have a map.
