It depends on where you live. If you rent a house, most of them are dog friendly, often with nice, fenced yards. The City Park has a nice little dog park as well as plenty of trails for walking dogs. If you have an apartment, it's a little more difficult to find dog friendly areas. I live in one of the few dog friendly apartment complexes.

There are quite a few coffee shops with outdoor seating that is frequented by owners and their dogs; and it seems every time a new restaurant / cafe opens, they have outdoor seating for dog lovers. So overall, Pueblo's a good place to live if you're a dog lover; but it's still nowhere near Fort Collins or Boulder.
