Does Pueblo get enough snow for snowshoeing?

If so, what's the best place to go?

It really depends on the year. Sometimes snowshoeing and sledding work out great; sometimes we have a dry year and there's just not enough snow. If there's a good snowfall, I'd recommend either Lake Pueblo State Park or Pueblo Mountain Park for snowshoeing.
