Are Pueblo residents big on xeriscaping?

I've noticed many of the neighborhoods have little grass but a lot of shrubbery and rocks. Is this due to a lack of water or does the city promote it?

Pueblo's desert climate makes water somewhat difficult to come by at times; so yes, shrubbery and rocks are a good way to go! I wouldn't say it's a trend, though. Lots of people just leave their yards bare because it's cheaper than watering and caring for grass in such an arid environment.
