"Charming street near adorable downtown and local park"
Avenue F is a pleasant street, half suburban, half old town. It backs up to a park and is within walking distance (a bit of a long walk, but still...) of delightful downtown Elgin and the public library.
Everything is close to everything else in Elgin, so we're about 5 minutes away from the grocery store (a decent HEB), gas stations, City Hall, a bar, restaurants, the dentist, &c. There are not, however, many choices as far as shopping, eating, and nightlife are concerned. Fans of BBQ might rate us higher, since there are several venerable BBQ joints in town; but if you don't want BBQ, Mexican, or Texas country, you're in the wrong place.
The street is fairly quiet--it does get through traffic headed to/from central Elgin, but not in large quantities, and it's pretty slow-moving. There is also a train a couple of blocks away, but it's not particularly intrusive.
On the whole, it's an attractive, quiet, safe street. There aren't a lot of distractions (other than the local kids' baseball teams), so it's not a good place for, e.g., some college sophomores looking for a place to party. But it's a terrific place for more home-centric couples, retirees, and families.
PS--I don't know much about child care or local government, so I just took a guess in those fields.
