"A place you don't want to be"
Del Paso blvd is not a good place to live. Its a lower class neighborhood, has a homeless shelter within a 10-15 minute walking distance, and a lot of crime. The city has tried to spruce up the area but I don't think anything can help. People will call it the "artsy " district becasue it has a lot of local shops but don't let that fool you. Taking a walk down the artsy district can get you robbed. The houses and apartments for rent are very cheap. I found a 2 bedroom apartment for $475/month. But then you have to risk your safety.
