"An average street with a few above average restaurants."

D street nw has a bunch of good restaurants on its western side. One of these restaurants is the Rasika restaurant. This place has great Indian food, great service, but pretty high prices. Another place worth mentioning is teaism penn quarter. This place serves amazing Mediterranean food, in a great atmosphere, at good prices. If you are ever on this street in the mood for some great foreign food, I recommend both of these places highly.
