I agree with Jen, The west San Fernando Valley. You can also try the Northern part of NoHo.

Ay yi yi. How safe do you want the neighborhood to be because that's gonna be pretty tough? I would say look pretty far west into the valley -- like Northridge for a start. Anywhere in the city proper at that price is going to be in a pretty sketchy area.
