Does the IBM Watson Research Center offer any children's programs?

(I mean some science-programs for nearby school children.)

If you mean by software, then yes: and "Watch Me Read" is a great example of one. It's a reading assistant for kids both in the classroom and at home alike. It was designed for identifying speech and also making this computer program user-friendly.
