Is the public transportation from Irving Park in Chicago ok?

Yes, there are many buses driving around on major streets. If you live in central/western Irving Park neighborhood, you can catch a Blue Line train. On the northern/eastern side of the neighborhood, there are a couple of Brown line train stations on the border of Irving Park/Albany Park neighborhoods. Commuting downtown shouldn't be a problem.

The Blue Line runs through Irving Park, which makes it easy to get to downtown and other areas via the El. You can also catch buses throughout the area.
