Best place for average-to-low income families in Westchester County, New York?

Also wondering: What medical facilities in the area allow sliding scale? (Hudson Valley Health Center is a good one, located in Peekskill, NY: if you don't have insurance, you can see any type of doctor---therapists and psychiatrists included---for only 15$!) Do you know of any free walk-in clinics in the area? This would also not just be great for low income families, but for people who want to live in average to above average societies, but also want to save money!

This one is a tough question because as the Westchestergov.com website puts it this is a county that "has had a shortage of fair and affordable housing." Having said that though, there are pockets of possibilities and it may take some research. It is worth noting that there are many communities/municipalities in Westchester that have adopted the Emergency Tenants Protection Act and so there are rules about a minimum number of rent control apartments. The communities and minimum no. of rent control units in each are as follows:
