because my friend keep saying west oak lave is not part if Germantown in person I think they are the same

No - while the Oak Lanes and Germantown share a border, they're two different neighborhoods. Certain parts of West Oak Lane and Germantown in particular look and feel identical, but there are distinct boundaries.
