Is there a central downtown or lively main street in the village of Wappinger Falls?

There are really two if you think about it. The one I would associate with being at the center of the village is Route 9D, or East Main Street. There are a lot of shops and restaurants going up and down the hill by the falls, and it's usually pretty lively (and it does draw some tourism). The other would be Route 9, which is a really, really, really active road these days running through Wappingers Falls. There are a lot of businesses on it so it's booming with activity, and it's technically part of the village, but I think of Main Street when I think of the "downtown" part of WF.
