As I mentioned for restaurants, there are technically no bars in Sea Cliff, San Francisco since it is a residential neighborhood. Just to the south, however, in Central Richmond you will find some okay joints to check out. Since this is close to hoity toity Sea Cliff, you will find a number of sushi bars.
There is also a meditaranean wine bar called Layaly which I would recommend.
As far as more traditional bars, my suggestion would be Blarney Stone, an Irish Pub (obviously). It is just a straight, old fashioned Irish Pub--nothing unusual.
Down on Geary there is even a dive bar--Trad'r Sams. I've never been but I have heard good things.

Looks like I accidentally left a little piece of a sentence I edited up there "a real Irish pub" is what that read. Oops!

Trad'r Sam's and the Tee Off are the closest bars, and there's also Hockey Haven up on Balboa. Most of the Irish pubs are on the other end of Geary and Clement though (i.e., closer to Arguello).
