What is a rigging and what even is it used in?

Not sure what this has to do with streets and neighborhoods but here are 2 possible definitions of "rigging":

In nautical terms the rigging is the part of the boat that holds the sail open, I think.

In animiation, rigging is the digital "skeleton" of an animated character that makes it easier to simulate the characters movement (so you don't have to redraw the character in each frame like in stop animation.
