Is Crown Heights better for singles or families?

Families, no question. Aside from the Route 9 portion which is built up with stores and restaurants, and the large portion of it that's taken up by a concrete manufacturing plant, Crown Heights is a very residential area. There's an apartment complex here, but almost all the rest of it is private one-family homes in well-kept neighborhoods. It's the kind of place where you raise a family on the side streets, not where you can mingle and meet someone. I doubt singles here would have much success unless they got out of Crown Heights to search for a date.
