How well do the elementary schools in the city of Poughkeepsie rank?

The website I use to check these things out is called GreatSchools, and they rate each school on a scale of 1-10 based on its test scores. Of the elementary schools in the Poughkeepsie City School District, three get a "2" and the other two get a "1." I personally find that quite concerning, but that's just me. Now, the community ratings are generally much higher, but the test scores appear to be pretty bad.
