Does the city of Fort Collins maintain the roads good in wintertime?

Sadly, they do such an awesome job that I haven't had a snow day in 4+ years. In all honesty, though, they do a phenomenal job. There was a really bad snowstorm in 2006 (I believe?) where the city realized they didn't have enough snow plows to accommodate that level of a storm, so they have since beefed up their fleet. For the most part, they hit the major roads right away, and then get to the residential streets within 24 hours - but usually as long as you can make it out of your driveway, you're still going to work that day.
