Where's the best neighborhood for a hip young family moving from LA? We have a toddler & a newborn

A LOT of hip young LAfamilies have moved to Portland in the last couple of years. This has led to a critical housing shortage in the "trendy areas". Rents have more than doubled in the last few years. This has created a new fad --- "Nontraditional Homeless". There are now hundreds of people who are literally living on the street. These are Mothers with small children, and Seniors. So, as you may imagine telling people you are from LA is not a way to endear yourself with your new neighbors.
