Is there now a requirement of 3+ riders in order to use the HOV?

My daughter carpools with her college friends...and she just noticed today that it said 3 plus... Is this a new change that is permanent....or is it temporary due to the construction on the fwy. I tried googling this on the web and nothing was found updating me on this. Thanks
