"Not Residential and Not Welcoming (Unless You're Looking For A Bar/Club)"
Willow Street is not a residential area, as far as I can tell. It's in a warehouse district, and is sandwiched between major highways (Lincoln, the Vine St. Expressway), and is not really known for anything besides it's bars and clubs. It doesn't present a very nice atmosphere.
I've visited the area while walking to Shampoo Nightclub (Home of Nocturne, Philadelphia's longest running goth event) at around 7 or 8 at night. I've never gotten a very cozy feeling from the street or it's surrounding streets. A few times I've been terrified out of my mind because the buildings are so derelict and the people who roam them that AREN'T clubgoers seem to be very down on their luck, bordering on desperate.
The street is home, as I said, to Shampoo Nightclub, Whiskey Dix, The American Red Cross, and little else. Unless you have business here, I would avoid it at all costs.
