Summer School for NYC Kids This Year

I read on NY1 tonight that there may be a possibility that more kids will have to go to summer school this year. This is because of the stricter standards that have been set for enrolling children in schools.

Do you think that summer school actually helps kids or it just takes them off the streets so they don't commit crimes.
