The best bar in Noe Valley as far as I am concerned is The Bliss Bar--a sort of 21st Century martini lounge--very cool--great music--all you could want in a semi-sophisticated Noe bar. (Which tends to skew slightly older than Mission and Castro).
Also good are the Dubliner (obviously an Irish pub) and Noe Bar (the default neighborhood bar--no frills just a solid bar experience).
