Golden Gate Park in San Franicsco is neither safe or a neighborhood. It really is a park in the way that Central Park is a park. You are in a large urban area just like in New York, so their are homeless people and that sort of thing in the park. So, I would say that you are mostly okay in the day time--but I would not go take a nighttime stroll in the park--certainly not by myself.
