Living In Junk or Being Clean

I don't know about the rest of the city, but I live in a building where a tenant lives in junk. This tenant cannot throw anything away. This person can't even throw garbage away. There is also a tenant who lives in the same building I do and this person is so clean you can eat off the floor. Does anyone have people like I described in your area? Do you have a neat freak, or a junkie living in your area?
