What is the Yellow Ribbon community thing in Woodbury?

The origianl "Yellow Ribbon" as I understand it, was set up by the VA after 9/11 allowing colleges, universites and other degree-granting schools to voluntarily enter into an agreement with the VA to fund tuition and fee expenses that exceed the amounts payable under the 9/11 bill.
The instituation can contribute a specified amount of those expenses and the VA will match up to but not exceeding 50% of the difference.
There are elibilbility requirements, service dates, length of service and types of discharge if discharged.

Counties & cities have gone a bit further called "Beyond the Yellow Ribbon". The enitity (city or county) forms a 501(C)(3) non profit and assists veterans with nearly every thing possible. Some of the services provided include: Wheel chair, walkers, appartment search, delivery of grocery items to the home (delivery fees waved), help with employment search.
