"one of the worst neighbor in Chicago"

W Arbor Street is like one of the worst neighbors in Chicago, along the street there are couples of apartments building, but looks really old and dirty. I did not really get in the building, but I can imagine the environment inside of it. Also, it is by an express road, there are always a lot of traffic and gas, ashes as well. Not a good place to live.
