"Summer Stream"

Summer Stream is a 54 home development started about 1999 and finished 2002. There are 3 streets all having 'Summer Stream' in their title. This is a development with prices ranging from 210-280,000. Most are on 1/4 acre lots. Just lower middle class, but a step above 'starter homes'. The subdivision is located near the intersection of Mack Dobbs Road and Cobb Parkway in Kennesaw, Ga. Just by a thread inside the city limits of Kennesaw. There is no homeowners assn. Only 1 home has a pool, lots are really too small for pools or tennis courts.

There are 2 aspects of this: 1) Legal - No driver licenses, no insurance, Usually no safety equipment/helmet 2) Patental Responsibility - How can any parent allow these young children to drive these dangerous mini motorcycles on the streets and sidewalks!

As of 10/22/2010 it looks like the Police have gotten through to the parents of these children as they seem to be back to riding bikes rather than these mini motor cycles. Hope it stays that way!

Formerly known as 'Back Beach Road' it is the major route between Panama City and Pensecola, Florida.

Incidently the long fancy name of Panama City Beach Parkway just replaced the old 'Back Beach Road', guess the chamber of commerce wanted to make it sound more post. On one side of us is a church group, on the other is a new stip mall. Across the street is a gas station and a storage place. I am sure those places are pleased to be on a Parkway rather than just a 'road', now they charge more!

As of Oct 22, 2010 111 of the 168 condos have sold, 57 remain with the developer who is renting them out. At the moment the developer controls the BOD but on Dec. 6th there is to be an election which will give the owners 2 of the 3 seats and control of the Board. Since inception of this condo it has been poorly managed by both the BOD and Concord Management. It is time for a change!

Concord Management @ The Rip Off Report
As long ago as July 2008, Concord was on the radar scope as a problem management company and things have only gotten worse lately with their major error in saying that the election date would be July 25th and now with them continuing to deposit owner payments into the developer account. The New Concord Management Agreement of Oct 4, 2010

Here are a few items of interest, note we get only 20 hours a week and we are locked into a 3 year contract by the outgoing BOD. This is called getting ‘screwed’ by Norman Knight and Paul Missigman, unfortunately our own BOD Owner member also voted to approve this contract. On pages 7 and 8 there is considerable detail on ‘Termination’ of the contract, it can be done but it won’t be easy. Hopefully the ‘new’ BOD will get rid of them ASAP.

2. TERM. The term of this Agreement shall be for three (3) years. . .

12. FEES AND COSTS.

(a) Manager’s Fee. As a fee for its service under this Agreement, Manager shall be paid $15 per unit per month payable in monthly installments of $2,520.00 ($15.00 per unit x 168 units) in advance on the first day of each month. . .

(b) Separate Cost Items. The Association will pay or reimburse Manager separately for the following services or costs:

(i) $25,000 plus 25% payroll burden for employee(s) who will be “on-site”, which shall include being in the clubhouse at least twenty (20) hours per week and will act as manager(s) for the Association. Any meeting starting after 5:00 p.m. shall have a charge of $75 per hour.

(ii) $15,000 plus 25% payroll burden for employee(s) who will be “on-site”, which shall include being in the clubhouse at least twenty (20) hours per week and who will act as maintenance/janitorial employee(s) for the Association.

15. MANAGEMENT STAFFING. Manager agrees to comply with Section 718.3025(d) of the Condominium Act which related to the minimum staffing required and agrees to have at least one person available a minimum of 20 hours per week for the purpose of management and/or maintenance.
