I will go with the Financial District because you got the BART right there on market and buses all around. Of course driving in the Finincial District is pain because of all the one way streets and the super expensive parking, so you need all of it.

In my opinion, public transportation is pretty good throughout the city until you get to the Sunset District and down near Daly City, then it turns into more of a pain transfering and all that--but maybe that is just my impression of it--I don't usually take MUNI or BART downt that way.

I personally think that Western Addition is best because you can get a bus going in all directions. The 38 goes from Bay to Ocean, the 47 and 49 (north to south) are right on Van Ness, you can take the 22 on Filmore north or south, or you can take the 5 on McAllister and the 31 on Eddy.
