Which San Diego neighborhoods have the most homeless people?

Unfortunately there are homeless people throughout the county, but generally you will find higher concentrations in the east part of East Village in Downtown. There are many outreach programs and shelters in this area and efforts are being made to have permanent year-round housing. It is a work in progress.
