"Nothing but housing"
Peter Cooper Road is just a one block road that 22nd becomes once it enters Peter Cooper Village. Peter Cooper Village is a former resident complex for WWII veterans that was sold a couple of years ago and converted into luxury apartments. These apartments are really nice and quite pricey but they're huge so a lot of people throw a wall up to create a second bedroom which helps the price enormously. They have a lot of amenities that most Manhattan apartments don't have, but there's nothing to do here so the neighborhood atmosphere is null. It seems like walking through a dorm area of a college campus. It's dead at night and kind of creepy by the East River. Also, some of the vets are still in their rent controlled units so the mix of people is really broad and a lot of the yuppies in the buildings have a problem with the mix of vets and students that made extra rooms. The yuppies paid a lot for their as is luxury places and they want to collect . . .
I have mixed feelings about Peter Cooper but if you like space more than anything else, it's worth looking at.

"The Road that Goes through the Projects"
Peter Cooper Road goes through Peter Cooper Village, which is one of New York City's few remaining rent-controlled apartment projects. Peter Cooper Village has about twenty high-rise apartment buildings in its massive complex, which houses mainly middle-class families. There is a very low turnover in this complex because of the rent control status, and so trying to find an apartment is like trying to find a needle in a haystack. If you do find one, grab it and never let go! Shopping is available on adjacent 1st Avenue and there are excellent medical facilities within just a few blocks. Although this is a safe and moderately priced place to live, you will need to go out of the neighborhood for night life and entertainment. However, the rents are affordable -- if you can find an available apartment!
