Where would be a good neighborhood to live in for a young couple with a medium hyper dog?

My boyfriend and I are planning on moving to Portland from Pennsylvania and we are taking a trip soon to scout out where we want to live. We have a 1 1/2 year old border collie. Any suggestions? They would be greatly appreciated!
