I would not recommend the Outer Richmond neighborhood in San Francisco (not to be confused with Richmond the city just north of Berkeley) for singles as a destination. In other words, except maybe for the cool restuarants like El Mansour and Al Masri there really isn't that much to recommend this area to singles.
However, it is still a cool, somewhat affordable neighborhood to live. You can get away from the hecticness of the city and chill. There are some okay coffee shops and corner markets and if you like the fog you will get it more here than anywhere else in the city.
