Are there any rules regarding noisy neighbors?

Sometimes neighbors have young family members visiting and playing in the street who get very loud even after 7 PM. Are there any rules protecting residents who want peace and quiet? Are there any actions residents can take to force noisy neighbors to keep noise levels down?
