Family Friendly, safe, area near "Phoenix"?

I have a 2.5 year old, 9 year old, and my wife. Moving into an apartment to start and after a year will be purchasing a home. what cities or apartments would be a good place to live?

It's west of the I-10. Zip codes, 85044 . . .
