I'll second that. My wife & I were volunteers at the Red Cross shelter in Mamaroneck in 2007 for the flooding. Police knocked on doors and ordered families onto a bus to be taken out of the flood zone and to the shelter. We had a terrible time trying to reach the shelter with many local roads under water.

Yeah, there actually are. Mamaroneck has suffered damaged from flooding in the past few years, in fact, especially during the Noreaster in 2007 and the more recent Hurricane Irene. When there is significan heavy rainfall, they do sometimes, call a limited state of emergency.
