Greate Eastwood safety? Why is this ranked 17th?

Why is this ranked 17th? Is this considered an unsafe area of Houston? Is it simply not as pretty, hip, or trendy as other areas? I do not have children so am not concerned with school systems or other related amenities, but AM very concerned with safety. Someone please enlighten me! Thank you:)
