Is living in Florence significantly less expensive then living in Pueblo or Canon City?

Definitely. Unless they are large houses, land and homes in Florence can run anywhere between $20,000 to $200,000, whereas Canon City and Pueblo properties usually run more along the lines of $150,000 to $500,000.

Yes, and this is probably why a lot of people commute to Canon City.
